In that case they are re selling product key they bought on a "Volume" license. This type of license does not allow them to sell the key to someone outside of the company.

Eventually MS figures out what they are doing and disable the product key, giving this sort of error when you try to re-install even on the same computer. There is another way for you to figure out the problem is by installing on more than 2 or 3 computers. The key will be good for use on only 2 or 3 different computers and when you go past that limit you get a different error.

I will be yanking all the boxes and disks from the closet today to verify what is installed on what machines.
